Singed

Singed seems to be in an awkward spot as far as tanks go. His passive is useless and people that main singed don't even build mana items on him anymore. The ghost change gave him a slight indirect nerf. It seems no one is even sure what to do with him anymore as far as build go so why not make his passive useful again. Late game he falls off a bit, but why don't they make his q scale off his health? That would give players a reason to build mana and health items again and making him more useful when he becomes beefy. Maybe that's just me, but i see a lot of singed mains struggling right now and I can say that I enjoy playing singed but he's not able to do as much as other tanks.
