Patch 9.4 Vi changes

Let me find out riot just hates Vi.

Or us.

Dear riot games, how come you teased us with these be changes, promised them in 9.2, then 9.3, them 9.4 and nothing? Not even a "we just need to work out some kinks", instead we get a random Kayle rework and crickets. Sorry riot. I'm upset.

It just feels worse that nothing has been said about it, and us Vi mains really get hurt when you promise us a rework and maybe-potentially-throw-rework-out-the-window-without-telling-anyone?

Maybe the guy working on Vi (realize it's a team lol) forgot.

They're still in testing.

They got pushed back to 9.5 for further testing.

They are pure undeserved nerfs, its really disgusting how much riot hates Vi
