Question about tenacity

How does stacking tenacity work? I assume it is diminishing returns. Is there a hard cap or a soft cap? If I have some of the runes that boost my tenacity or slow resist, etc, how does this interact with merc treads and other things like Mundo's W? I just want some clarity with the numbers but I'm having trouble finding any.

it's Multiplicative, but has no cap. Garen can get 97.3246% Tenacity briefly. http://leagueoflegends.wikia.com/wiki/Tenacity (Go to near bottom).
