I main Azir. Trying Azir in the jungle is pure batshit insanity. If you're incurably insane then go Runic Echoes. No other enchantment makes any sense whatsoever.
I will try to answer this using logic and what I do know about
. Well his soldier's can get the Phantom Hit passive of Sated, though Runic gives him 3 things: AP, MS boost, and some Mana Regen on ability cast (not sure how that interacts with his soldiers though). My guess: 50/50 split between

Unless you're 100% sure that you won't get invaded and that your team won't need much help, Runic Echoes. Otherwise, Devourer.
But why the hell are you taking Azir jungle in the first place? He offers nothing early game, especially pre-6, and other junglers would just see you as not even there and consider everything their jungle. He's got virtually no kill pressure outside of lanes early on, so if you get invaded by pretty much anyone, you're screwed.
You do you, and kudos if you make it work, but Azir is hard enough as it is. I'd stick to just laning.
