When someone drops below a 49 percent win rate in ranked can they be forced to play normal matches

They should be limited to normal matches for a full week or 10 normal game wins, whichever happens first. They are usually the ones who are the heaviest motherfuckers to carry and shouldn't be allowed to be carried until they get their shit together and truly start contributing more often.
