Boosting and riot thoughts

So I saw in another post that riot condemns people who boost or get boosted.But with such a terrible ranked system I cant say i really blame them.Personally i would never pay money to get myself out of a division but from the other point of view where if your in silver/bronze your always getting people who troll/afk/or just feed its almost as if riot hires people to keep people from climbing just to purposely go in and lose games.How many times are you going to force me into silver 4 by giving me trolls in my promos riot?im just curious.
