Are players allowed to modify the client (not the IG aspect, the the visual/spatial aspect)?

In reference to my previous thread found here I was wondering if we, the players, were allowed to modify the client to remove some of the more... trashy features that were recently implemented without consult of the community.

Specifically in regards to these annoying as all get out end game screens, since it's beginning to really display itself at almost adware-level trash and annoyance, I would like to just remove the portions of the client that allow these screens to show up, using tools I've already got installed for my own work stuff, so that, even if riot, as usual, never responds or seeks input from the actual majority of players in regards to items that are seriously annoying about the game (but for some reason will listen to an unbelievably vocal minority...), we can still do it ourselves.
