What do you mean?

New Fervor is actually set up in a way that benefits melees more than ranged (2 stacks for melee autos, 1 for ranged).

That's right!! now why cant they start doing that same thing with a few other masteries... say make the lifesteal from warlords less? maybe make double edged sword and grasp less effective at a range also?

Grasp of the Undying is less effective for ranged champions.

If Lifesteal on Warlord's was lessened for ranged, nobody would ever take that mastery. Warlord's (and Lifesteal in general) is intended as an effect that is the most effective for auto-attack based sustained damage dealers. In League, only ranged champions can afford to build full-on sustained damage, as building that way comes with inherent squishiness. As a squishy champion, you are intended to get screwed when the enemy gets on top of you - and melee champions need to get into on top of the enemy to use auto-attacks, meaning the enemy will be on top of them, as well. Now, you could debate whether Warlord's should have a bonus effect for melee champions.

Now, I'd support raising the cooldown for ranged champions on the new Fresh Blood and Greenfather's Gift, though. Especially in light of having to lane against the Ezreals, Caitlyns, Zyras and Brands of this world.

define "favor"

in a specific context they have explicitly stated that they intentionally gave ranged more power years ago but want to make melee stronger without them being too imbalanced.
