Suggestion: Disable chat

Most bans take place through trolls goading people into freaking out when a mistake is made. I'm not joking, if riot looked at the records, and actually cared, most people are banned because some asshole said "Fail, noob" or something along those lines and the trolls who bait people get away scott free. So, As a suggestion, add a button that lets people voluntarily disable all forms of chat. Not just all chat, but any chat in game. Even preventing the chat bar from being open up. This should also exempt people from the 'refusing to communicate with team' an invalid report as they're preventing more people from conflicting with each other.
