Is promo helper no longer something that is being used under Gold 1?

"Promo Helper

If you lose your promos but make it back into your series, you’ll start off with at least one win. This applies to every division and tier up to Gold I, so you’re on your own for promotion into Platinum and above!

*** In instances where a player elects to dodge a game in a promotion series by leaving during champion select, their account will be ineligible for promo helper upon entering their next series.***

Finally, promo helper only works once each time you get it. If you’re in a series to move from Gold III to Gold II with promo helper active, but lose the series and then demote into Gold IV, you’ll have promo helper from Gold IV to Gold III, but you won’t have it for Gold III to Gold II."

I understand where it is located. It doesn't seem to be currently implemented. Heard that it isn't going to be on until patch 9.6
