Is this slow supposed to be this crippling?

Watch the video please As Kayn i was Shadow Stepping through a wall with 40% increased movement speed to get to the back lines. At the same time by a stroke of luck Corki used his Special Delivery that slowed me by 90% and kept slowing me after i got out of it. I want to know how balanced do you guys think this is? and should it be this crippling and do that much damage for an aoe passive ability? is @RiotBalanceTeam doing their job correctly?

Balance team is getting the shaft from Riot, so they're not able to do their job as effectively. We're the unfortunate recipients of that fact. Riot should move some people from content production to balancing team, fix the game for the players.
