AFK because of spectrum internet

I was just wondering does riot take in account for mass afk's during a mass internet outage. This happens about once a week to where ill be playing a game and the internet service that im paying $60 a month fpr will just go out for hours. Not only do I have to sit here with no Netflix, league, Facebook, and running up my data plan but I also get hit with prolonged qeus because of something that is out of my hands.
