Matchmaking?? How does it even make any sense?

I just got finished being destroyed in a Draft Normal Summoner's Rift game. I'm Level 26 with mismatch masteries and no runes what so ever. Our team had a summoner lv 17 and some others all below 30 except one who was unranked. Then on there team consisted of 2 gold players and the rest were lv 30 unranked. Why is that even possible? Shouldn't whoever the lv 30 on our team was duoing with only be able to be placed into que with other lvl 30's to avoid completely inbalanced team matching?
