A few things mate.
Riot cant control players choices, some one might pick into a counter because they 1 trick and feed all game, or they may be a big fat troll and feed all game.
Dodging was an issue we have had previously, not meta pick Dodge, I don't like that support dodge, Looool teammates did not pick the roles I demanded after I insta locked kog vs an assassin heavy comp dodge. some one picked kog vs assassin heavy comp? dodge. Your suggested solution has more abuse potential and negative impact then the occasional troll. In season 3 I remember having to deal with 2-5 dodges to get into games and I did not enjoy it.
Troll is loosely defined in this community, off meta is trolling, playing unpopular champs regardless of your win rate is trolling, Picking your main into a bad matchup is trolling, refusing to change your pick to fix a bad teamcomp is trolling even if it would require you to play a role or champ your not good with. being a yasuo, teemo, or riven main is trolling. Personally trolling to me should be considered excessive trash talkers and intentionally helping the enemy team win.
Playing a game with a troll helps the community, when its clear they have every intention to force you to lose it should be clear to your teammates as well, so your game should end at 20 rather then 40+. If they are just bad and its not them clearly throwing a match then yes if the majority of your team feels the win is possible then the game will drag on, but that's a different situation then a troll. When trolled get them reported, they get punished. You dodge lobby they get a free pass, they will stay in que and troll another 4 people as you wait for your dodge timer to expire. They win in this scenario.
When dealing with trolls, don't feed them. Don't get baited, don't start flammeing them in all chat, avoid any behavior that would make you look tilted or toxic. Convince teammates to do the same. If they are not getting any evident reaction they might stop trolling and play seriously in the hopes of not being punished so they can fk some one else's game up or they will try to step up the level of assholery they are engaging in. when there is enough in game evidence of intentional trolling. Take a moment and politely request the enemy team reports them after game, be calm and explain what ever it is they are doing. Have the majority of your team participate in this as well.
Tldr one loss because of a jerk sucks but its better for the game if that loss is used to punish them. Ultimately the Odds are in your favor a troll will be on the enemy team.
