Does the One For All S+ not count towards mastery level?
I was so pumped to get my second S but it didn't drop for me after I earned it.

I'm assuming you are talking about the Mastery 6/7 token. You cannot get those in RGM's, only in Normal and Ranked SR.
No, has to be a normal or ranked pvp match. Let's be honest, we would all be farming S ranks in URF then.
