Scaling CDR blues give 15% CDR. Runes are now the only source that give CDR that isn't a multiple of 10. (The mastery gives 5%, but also raises the cap by 5%, so it doesn't affect how close you are to the cap at all.)
If you get scaling CDR blues, you get stuck at 35% CDR, or buying 45% and having 5% get wasted.
Put in an item with 5% or 15% CDR, so that we can use scaling CDR blues without feeling wonky.

there is a quint that gives you 5% scaling cdr.
you can swap out one of your ap quints, start the game with 5 less AP and get 20% cdr from runes. WEIRD.
Truth be told, there's nothing wrong with going over your cap.
Remember, you only hit 15% CDR at level 18, and based on a lot of the complaints on Boards, games don't go as long to reach that stage.
Therefore, having the extra 5% that'll go over at level 18 actually rounds out very nicely at say...Level 13/14.
Or instead of fucking up the nice items with stupid numbers like that just rework the damn runes, they need to be looked at anyway.
Can we just add a new mechanic, anything above your max cdr is only 1/4 effective
For example if you want 45% cdr you need 60% cdr and so on
100% cdr would equal to 55% effective cdr
Or only use 6 runes? Get 3 scaling MR to throw in the mix, or something. Also, using flat CDR runes gives you uneven CDR as well. I use flats and get 7.5% CDR from them.
A better thing to do is one flat cdr quint (2.5%) then three flat cdr glyphs for another 2.5%. The rest of your glyphs should be scaling cdr for a total of 10% at lvl 18 and 5% lvl 1, giving you a total of 11% at level 1 if you take the 5% mastery, 20% at lvl 18. Then you only need one item for full cdr.
