Can someone create me a Korean account for me to play on for free

make one

As much as playing with/against koreans is basically a meme to get good, you're much better off playing on NA (or wherever you physically are), and then learn to stomp people on that ping. It's extremely likely theres plenty of people here that are better than you already who you can improve against.

Once you can reliably stomp at the highest tiers of NA, only then is there likely to be much chance for further improvement by playing internationally (and even then, you'll probably just get frustrated by the ping even if you could get a legitimate account).

Account sharing/trading is still not a thing that's allowed though, so appropriate course of action would be to make a trip to korea if you're that serious about getting on a level with koreans.
