Focus Target
Is there a way to create a focus target or auto cast on a certain target like WoW had? It would be so useful for things like Zilean ult and Mikael's.

Nope, there is self-cast though (default is Alt+Ability Hotkey). That way you don't need to mouse hover yourself. But that's the closest thing
One would think that Riot would make a "Focus my target" command to help with team-fights. But who knows... this is Riot... god knows what they're thinking all the time...
