dodge penalty needs to go, or get a rework

why do I have to wait 5 min to que again because I refused to waste 30-40 min of my time when I dodge every time I play adc and my support is a troll, right now I had to dodge because my support was a Cho'Gath with smite (he or she never changed it, and I even told him/her about it) why cant the penalty be applied when you dodge 3 times in a row or works in the same way than the penalties when ppl leave a game. This is really stupid
