So in patch 8.2 Evelynn got nerfed because "her burst was too damn high" but compared to Zoe whos burst is considered ok or healthy did not get any nerfs
because in my opinion Zoe has a lot more consistent burst than Evelynn.
Imagine if Zoe was a support and her Q was a heal.. why is the cooldown so low yet the reward so big?

The circumstances for one.
This response is not really about Zoe. Not about Zoe's performance or the quality of Zoe's design or anything like that, the same point could and has been made with a different champion. That said:
You're comparing the two but that is not a valid comparison. Not only are they vastly different abilities but they do not function alone, they are in vastly different kits on entirely different champions.
A justification for nerfing
is that quick look up of Patch 8.1 shows that she was the #1 jungler with 5.22 times the pickrate of the average jungle champion and a ban rate at a historical high for the champion. The contribution of Whiplash to her kit of 6% max health (+3.5% per 100), which manifests itself as burst, was an area to tune her down. "Burst" exceeding X number is not what this is about.
The comparison does not work in itself.
's Q has "burst" but her kit revolves so much around her Q to the extent that her ultimate does not do any damage.
's E has "burst" and has a kit that does damage for itself and she has an ultimate that does a quite large amount of damage.
