Jhin Buffs?

So we are all aware that ADC's are stuck in this weird stage between getting one shot by the enemy zed and carrying games GG EZ style. But one champion who is currently being overlooked is Jhin, The Virtuoso. Little know fact, his win rate is nearing the 46% mark faster than I could write this forum. In just about a week, his win rate went down a whole percent and a quarter. Jhin's ult has been nerfed twice (6.17 and 7.4), his W dmg has been nerfed, and by a lot overall. His ult used to actually do sufficient dmg and could engage in enemies by slowing them. Riot acts as though the shots arnt easy enough to dodge already. On top of this, Jhin got hit hard by the lethality nerf after Riot realized it was OP. They nerfed the slow on the ult, you know, the only tool that actually made it possible to aim correctly. With the deathfire touch nerf and BORK buff for other adcs, this art-making maniac has gone out of style. Yes, im aware that he was super broken upon realease but he reached a nice balance from 6.2-7.3 until Riot covered his mask with nerfs. Personally, everything about Jhin fascinates me. His LORE, his quotes, even his gun, Whisper. I have a high regard for this champion and Riot doesn't seem to notice his plummet.
