I've been playing kindred a lot lately and I can't help but noticed how when the jungle gets a mark there is always a player there when I get there or it marks it as the opposing jungler gets there making it near impossible for me to get any marks without getting kills.

Much of that is simply bad luck or bad timing. Recall that the enemy team CAN see where your marked camps are because they get a mark on their minimap showing them that you have an incentive to be moving towards a certain area.
If you're having issues with jungle camp marks, focus on marking players for ganks instead (which will fuel your relentless hunter stacks for extra movespeed to make getting to jungle marks faster as well as making it more dangerous for the enemy to try and intercept you if you have more kills or assists.)
You can get marks by killing marked players and in order to get a mark from a camp you need to kill the camp or biggest monster in the camp. Without marks Kindred is useless. Btw marked spawns spawn every 40 sec and everyone can see them and stay on the map for 10 seconds after it's killed.
