Patch 7.13 having major lag spikes in game | RIOT PLEASE RESPOND

I play from India and I've been playing on the NA Server for years and ever since the latest patch 7.13 (with the honor system) I have been getting major lag spikes.

The attempting to reconnect sign comes on and for about 5-10 seconds I can't do anything. I thought there was a problem with my internet but it's actually not. Every other program runs fine.

Not only the NA server, I tried it on my other account on the EUW server as well and the same thing happens. This has never happened before and it's causing major problems. And it's not just me, my friend also faces the same problem in the EUW server. What could be the problem?
