Who counters singed in the laning phase

Anyone with lots of mobility. Anyone with lots of sustain/tankiness (not tank, tankiness).

Pretty much everyone. For sure nasus as you have free farm against Singed, he cannot kill you And your passive is enough to tank minions yourself. Also all ranged champs, rumble, champions with sustain like Olaf. Better question is who doesn't.
