Something to make FPS higher?

So I'm wanting to get my boyfriend something for his computer for his birthday, because his FPS on League of Legends is SO low. It's on average 20-30, and if the team gets baron buff or during URF it's a good 5-10. I don't even know how he plays. I have a crappy laptop and my FPS is even at 40-50. It's not that he has too much stuff on his computer or too many things running in the background, because all he uses his computer for is League and college. So basically what I'm asking, what can I get for his computer to help this? I already bought him a really nice monitor for Christmas with 1ms speed, and he has 2 pretty decent graphic cards inside his computer. Any suggestions would be very much appreciated. Thanks! :)

Go to game settings and turn off shadows. You probably won't miss them, and shadows have a higher demand than you'd expect.

I want to take this post seriously.. but if you cant run league above 60 fps, you should just throw away your computer
