Why do we have champions outside of kallista zed and lee

Its pretty obvious 20% of the current league is nerfed beyond recognition, and yet we have 3 of riots love children free from worries and harm. we have champions like elise who are damn near useless, while fizz gets an unexpected buff, that makes bruiser fizz not only viable, but worse cancer then nidalee. I hope there is an end game to all these buffs and nerfs, because from where i sit, you guys are breaking faster then you are fixing it
