As in, why didn't they just give her W %dmg to monsters to fix her clear time.. Instead of changing her kit around.. :/

Honestly, because Sejuani sucks either way... a better question would be "when is Riot going to do something that will allow Tank junglers to jungle without getting shit on by a dueling jungler that's living in their jungle?"

Probably my own bias, but the lack of in game communication options (typing takes time ironically enough) kind of hinders the communication needed when people have pings muted. -_-

Because that's a shitty and lazy fix that shouldn't have even been used on Shyvana, but they'd rather do that than address core kit problems (like the fact that Shyvana doesn't actually do anything other than have numbers).

Sure its lazy but it fixes her problem of clear speed. And thats what they are addressing with sejuani, as these are changes for the jungle. But the changes completely change mid sejuani's play style and lower her damage. Sure its a small player base for sejuani, and even smaller for mid sej. But it does exist and it sucks now :pp.

Well, they are tanks(they as, the different Sejuani playstyles), and tanks are never Riot top priority because they say "blahblah slapfights are bad, assassins like Zed and Yasuo are cool". But I give credit to them, there are good things to what they did in this last patch.

I find her change to be quite refreshing(the pun). Taking ghost is now less punishing in all roles, because Q:Arctic Assault is no longer tied to your burst damage on %Enemy Max health. Also, during skirmishes, the increased AoE damage and lower cooldown of W:Flail of the Northern winds, make sure that, even with just magicpen and tank items, you are a threat(at +/- the level of pre-rework Sejuani, but, according to @ZenonTheStoic, the damage of pre-rework Sejuani was allowed to exist only because Sejuani was underplayed and underrated: I wonder why they made a step back then. Perhaps they realized that sejuani role wasn't the same of nautilus, and she's actually supposed to stay in the fight even when no cc spells are available?).

The %EnemyMax health damage on a 7 seconds cooldown is rad for damaging tanks or even fighters who stray too close. The low cd on Permafrost allows for more strategic slows as you are free to apply the first E:Permafrost when the fight starts, since it will be available later on.

All in all, I think all pre-rework Sejuani are happy with the changes, as the damage has returned : before was 18% of Sejuani total health over 6 seconds. Now it's 12% over 4 seconds. It's 3% per second in both cases. The only change left is the trade between cc(old sejuani had more) and damage (new Sejuani has more). TBH I'm inclined to agree with what they did. You can push Sejuani toward cc all day, but you end up making her and Nautilus redundant.
