So does anyone know if Riot can even take a leaverbuster off an account? League suddenly crashing

I just want to know because I just had 2 games in a row where I couldn't get past the lobby due to some stupid "Game still in progress" page that never changed no matter if I reopened league or straight up restarted my computer, and then a "critical error" asking me to dump data and send a ticket even after I used Riot's precious useless as fuck Hextech repair tool.

And now Riot's genius bot system has pegged me with a 5 game leaverbuster, and I just want to know if I'm gonna be stuck with this thing due to Riot's incompetence or not?
