When Sion dies and enters his passive form, Stormraider's Surge cooldown should reset

The new 75% slow resistance on Stormraider's Surge would greatly benefit Sion's passive form. However, if one were to run Stormraider's Surge on Sion, it would be pretty much impossible to get it going while dead because of his strong burst (while alive).

I do feel like that would be a little silly... It would certainly be fun when it worked... XD

But I don't think Rito should make champion specific adjustments to the masteries...

Sion's passive is a chance to even the score or take an objective - stormraider's surge would make it far easier to catch up to people and land him much more kills than he deserves. You shouldn't be rewarded for dying - it's simply a chance for him to do something useful like Karthus if he does.
