She has automatic kiting in her Q, percent health true damage in her W, a stun in her E, and a massive steroid + stealth in her ult
She's also ranged, can kill you in pretty much one auto before her true damage goes off and gets to waveclear for free because she builds Shiv
I'm so glad we have a tank-busting DPS ranged assassin Marksman that can crit you for 80% of your health with 2 items

Shhh the community doesn't care about toxic gameplay. They only care about win rate stats.
She's pretty stupidly strong if she gets going right now, problem is the meta doesn't favor her and laning is all important so she never has a favorable match up in lane and thus can never really get rolling. If they go and revert the tower changes and remove tower first blood it'd be a huge indirect buff to her.
Vayne was more manageable back when "bad early game" was a thing that actually existed.
When you only list a champion's strengths, of course they sound OP. Also It's not like Riot won't tune her now. It's the preseason.

other than that, yeah she could use a little toning down, but she is still squishy as heck and weak vs randuin-based tanks, ie 
as long as your team can follow up on your engage.

I'm pretty sure the balance is that she gets instakilled by any cc and she is pretty fucking hard to play.
