Gold players match with people playing 1st game of prelims?

This seems to happen to me so much lately its sane. I've played like 300 ranked games this season and yet very often id say about 25% of my games in the last few weeks I get matched with teammates who to even me in gold seem extremely low skill, when i ask the people why they are doing so poorly and they tell me "Its my 1st ranked game of the season" "im in prelims" "what elo is this i only play norms" it leaves me speechless, normally these games by 7min mark are 15 -3 or something crazy unwinnable, many times the Prelim player having literally under 50 farm in 20min.

My prelims land me in silver and i climb to gold quickly but when im regularly losing games with people like this in the game its so frustrating i dont have motivation to climb. The skill gap between bronze and gold inst gigantic i get it but how can a game rationalize making people who played 100's of games in a season and have climbed ranked play with people that literally have 0 games played on the season?

Does this happen to anyone else? Is it true that a players 1st prelim game for the season is normally a silv 1- gold 3 match?
