Queue Dodge Penalties (Need a red post pls)

OK seriously, this is getting ridiculous. Twice in less than 24 hours I've had to dodge ranked because people like to pull the "I'm going here whether you like it or not game." Note: This is AFTER their "called" lane is already picked. And what do we get for it?? We have to dodge, which gives us a dodge penalty (mine is at 30 mins now which just killed my chances of playing at all today) AND I lost a damn promo game because of it. You guys really need to step it up and do something about this. We SHOULD NOT be getting punished for being forced to dodge a queue.

Riot, you need to revamp your dodge queue policy ASAP. Maybe make it so you get a penalty after 3 dodges. Also, you really need to add a feature where you can report someone in champ select because more than half the time the trolling starts there. Why you haven't done so by now is beyond me.
