Riot makes unnecessary additions and should make better balances

I think Riot Games does a pretty good job with this game, league of legends, however I like to say that league is unbalanced and has too many unnecessary additions. I think it was better before. What I think that's unfair is that league is now if it isn't meta u cant use it. Anyone who isn't in meta is thrown out from being played. Plus, skins are added to champions that really don't need it, like lux. Popular champions who get skins are more well known, so the unpopular ones don't get anything. I think that league should get some changes that make unpopular champions more popular like unique abilities, reworks, etc. Champs like Aatrox doesn't need reworks in my opinion. I think this because Aatrox when played well is actually pretty decent. We need reworks to broken or underbalanced champions. Most of the champs will then become more popular and will become more played so that you can add more skins to it and then make more money. I understand that a full update like this will have big costs. Anyways, I want to hear everyones opinions about this topic and share your feedback because it would be much appreciated.
