Why do attacks and spells buffer through disables like stuns and silences?

Why can spells and attacks buffer through stuns and silences? How does that even make sense for a gameplay perspective? The entire point of those "disabling" effects is to do exactly that - disable the victim. So why are they allowed to continue their action despite already being stunned or silenced? How is it fair?
