issue in game

So basically, my cursor in game doesnt move unless im left clicking it, and when im not in game but on the client itself, when i hover over a summoner name from my friends list their little summary screen doesnt show up. i lost a ranked game because of this. please let me know what the issue is. I initiated a full repair too and nothing changed.
