When should you be able to surrender?

So recently riot decided to make games last a shorter period of time as far as I can tell, and I'm okay with that. I just have one big issue/request. Now that games are only 25-30 minutes on average, can we have 15 minute surrenders? I feel like it would be a lot nicer to just get on with games these days as opposed to the old "Comeback from nothing" attitude I felt earlier season promoted. Thoughts?
