The problem is ARAM accounts, it's always been ARAM accounts.
If riot really wanted to fix ARAM they'd force everyone to pull from the pool of EVERY CHAMPION, that would make the mode what it was suppose to be, but we all know that's not happening.
No. The bans are slow, and against the spirit of ARAM. The real answer is to enable the entire champion pool for every player.
Why not enable all champions on ARAM but ALSO allow bans?

I prefer to not have the bans because I enjoy the challenge of facing the more powerful champions. Your own team comp is a much mroe powerful factor in deciding the game than what the enemy has - rolling away all your tanks is not the best idea! The fun of ARAM is trying to make the game work with what you have; win or lose, the aim is to have fun.

I feel like you're arguing about nothing, bans are pointless because the op builds in aram are much more than 10, also because teamcomps beat individual picks and teamcomps are, you guessed it, random.
The only possible solutions are to either give everyone the full champion pool or to DRAMATICALLY increase rerolls based on how many champions you own. If an aram account gets 1 roll per game stacking to 2 and I own every champion I want 5 rolls per game staking to 10.
They need to adjust cooldowns like veigar's cage by 300% or something. It's absurd how many games where you literally can't move or get into AA range because it's a single lane game.
Without bans, people are far more likely to dodge if they don't feel like their comp has a chance in hell. How many games have we had where we face 7-8 dodges in a row?

Nothing else to add but I upvoted OP.
I think that ARAM should always have 10 rerolls to choose from except from your random picks. That would give everyone equal chances in getting prefered champion. I also believe that ARAM should have some champs permanently banned - like Pyke, Maokai, Katarina. On the other hand that would seem rigged and unfair, contrary to the ARAM's ideals - I would prefer to choose banned champions based on the champion I get - but that would be logistically impossible.
I think the best solution would be allowing you to pre-ban two champions (Or one if you're premade) before even joining ARAM lobby (the same way you pick preferred roles in draft pick) - bans would be bilnd, would possibly double (or triple, or even repeat 10 times by chance) and you'd not even know about that because there's no champion list on ARAM. It would feel much better to me to know that 10 people banned 20 champions that they didn't like - and the best part - it would not make the queue longer because you'd ban champions blindly, before starting the queuing.
Same thing should go for URF and other quick game modes - make it more fair and just as quick.
Enable all champs, bring back the bans and remove Mark/Dash. Bring back the old items, like Zephyr, old Guardian's Horn active and cancel all ARAM-specific "balancing".

I think making champion specific nerfs or allowing banns are not only pointless solutions that will not solve the issues but would go against the whole ARAM idea. The overpowered fanatsy, the whacky builds, AP Malphite and AP Kai'Sa are core aspects of the game mode, you cannot change that and you don't want to change that. What you CAN do is limiting the disparity among the two teams and/or penalise aram accounts with 5 champions. Again, the best solution would be giving rerolls proportional to each player's number of owned champions.
I like not having to deal with Veigar invalidating over half the cast on ARAM. It's more fun when he's not in the game.
