Ranked (and Normal) queues track an MMR value independent of your actual rank. This value is used to measure your approximate skill and to match you with similarly skilled opponents.
MMR is used as a factor when calculating LP gains and losses.
If your MMR is higher than the average for your current division, your LP gains are increased and your losses will be decreased.
If your MMR is lower than the average of your current division, your LP losses will be increased and your LP gains will be decreased.
The system believes that your current skill level is lower than your current placement so it will try to have you placed appropriately. You need to bring up your MMR by consistently winning more than you lose.
I had the opposite experience last season. It was my first season playing ranked but my approximate skill was mid- to high-Platinum. As such, my MMR quickly rose until I was playing with people several divisions above me at all times and my LP gains/losses were approximately +17/-7.
Your LP gains/losses depends on your MMR relative to the average of the division. If your mmr is higher than the average of the division, you gain more LP than you lose, while the reverse is true if your mmr is lower than that of your division.
From the sounds of things, you have a B5 mmr, which is why it's hard to climb. If you keep up a >50% win rate though your mmr will slowly recover until your gains/losses equalise, and potentially even grow to where you're gaining more than you lose so climbing will be easier.
