Some people didn't go down in ranks, I didn't. It depends on a few things. If your mmr was normal or high for where you were before, you will likely stay in one place. Likewise, who you play and win or lose against matters. Winning matches against people with very high pre-promo mmr will get you a bigger boost than beating a team that averages two tiers below you. I went from Plat 3 to Plat 3, just lost some lp. Went 6-4. Too many factors play a role.

Edited- This is not true, you can gain ranks in placement. Your reasoning for why people are being placed where they are is correct. I went from Gold V to Gold I 7/3 in my placements. There are ways to increase your rank in placements, and they involve queuing with someone in a higher division (And doing well - thats the key) during your placements.
