Bots in classic pvp

Im totally new to the whole league scene and posting threads and everything so be gentle but anyways whenever i play solo queue theres at least 1 or two (one time the was even 4) bots in the game. These "bots" only buy dorans blade's and grieves, and allways play a free champ of the week and run ghost and heal. They run towards turrets and dont attack you and usually go 0-20. Usually they are around level 13-14 and up, so i would figure they have some clue what there doing; they also never type or respond in chat. What is the deal with this? Any ways to avoid it? Or is it just something you have to deal with.. Its kinda annoying but i would hope riot implements things to stop it. Anyone else experience this?
