Why Kat damage is not gated by her ult any longer ?

I find it extremely frustrating that Kat dish so much damage without requiring her ultimate any longer ... she basically spam her Q, and shunpo, and a few second of ult there and here but basically she can insta gibs a team without her ult use almost... i feel like her damage is way to strong and as soon you meet a Kat main you probly will cry your life unless you have a Malz or something to decline her and nice cooperation and CC in your team ( Wich doesn't happen often in soloQ)...
