I've recently just started ranking up my smurf and i wanted to get it to gold by the end of the season but yet ive been stuck in silver 2 and 1 for a week now does this mean i don't deserve plat and that I deserve silver instead
No, the whole ranked system is luck. Keep playing and eventually you will get there.

silver. is the true elo hell. not bronze. its easy to get from bronze to silver. but not from silver to gold. because most smurfs end up in silver.

It means that you are not good enough to beat silvers.
You probably aren't doing enough to mitigate bad luck. Start applying proper climbing technique: op.gg your teammates every match and avoid obvious trolls, premades with low win rates, intentional feeders, tilted players, players first timing champs in ranked, and poor team comps (particularly this last as an adc main), by dodging. Lp doesn't matter, mmr is everything. Play during prime time ranking hours. Not right after school lets out. Not after midnight but before 6 am. Stick to your main role and champ, one tricking is still the most effective method of climbing. Just try to eliminate bad luck from effecting you as much as you can. Oh, and find a good jungler for a duo of all else fails.
You need to change your playstyle up depending on your elo, I find that climbing through S3-G4 elo the best method is to play champions like Kha'zix and play insanely aggressive.
You can pick people off all game because people don't respect your pick potential/solo carry potential.
unless your challenger you can't climb based on skill anymore. Anything below that is just fucking luck at this point
So THAT's why streamers who play silver & plat all seem to have about the same skill level... If only I could play 100 games a day so my skill would overcome the luck factor...
