Some champions work best when they get 40% CDR (assassins/burst mages), some just need a little to compliment what they do (tanks/fighters), while other champions really don't function much better building it at all (adcs). If it starts shaving flash's CD from base 5 minutes to 3 minutes then it will be even more mandatory than it is already. Thats before summoner's insight and distortion all together stacking multiplicatively to 62.2% reduction thats less than 2 minutes. Ignite Cleanse and Barrier get down to 113 seconds as well with insight and max cdr. Smite and clairvoyance to 30 seconds. All in all it removes the strategy for using summoner spells if your character wanted cdr and leaves you at a disadvantage if you didn't.
