Show noctourne some love please riot?

I been playing noctourne casually on game. I think he is the rarest champion / least popular champion in the game at the moment. Maybe give noctourne a rework or buff his kit. I prefer a rework as I think his kit is EXTREMELY specialized and very unique. Maybe he is too weird for jungling or laning. But he is a cool assassin archtype if a bit dated.
