Can anyone explain to me why the nerf on rakan? sorry but that is just stupid.. i personally hate to play against rakan but after this nerf the Champion wont have a good combo at all.. pretty much everyone in groups and fóruns about league of legends are complaning about this nerf, even people that dont play or hate to play against rakan.. 
Have you ever been flashed R and W'd on? You're literally cc'd for 3s straight, combo that with vayne knockback into a wall, or any other adc cc. Thats 5s of sitting still. It was a free kill every 60s
There's a lot of other compensation that's going with not being able to use W and E during his R. It might not be a net nerf that and you can still at least W before then R. The E at least makes his R initiation at least a bit risky.

The movement speed got a pretty big buff and can be refreshed for a pretty long time
