Item Sets - Devourer and Boots (with Enchantments) Missing

is there a reason Riot outright removed them from item sets instead of replacing them the with equivalent item?

Replacing Devourer with Bloodrazor (with the equivalent jungle item) and replace Enchanted Boots with the related tier-2 boots should not have been a difficult process.

It isn't really that big of an issue, but it is a little inconvenient to have to add them back to all of my item sets.
