Why do some champs lifesteal more than others.

Like for example why does a ranged adc (any of them doesnt matter) lifesteal more than an ad mundo would? If mundo with e on has like 400+ ad, shouldnt he be lifestealing a good percentage of that? It also applies to other champs that ive tried lifesteal on, like teemo and fizz. I thought lifesteal was suppose to work of a percentage of ad. But when you try to lifesteal back with some champs it doesnt really work like it would on another champion that doesnt really have any lifesteal built into their kit (which is why i say any adc, like you can actually see their hp go up even though none of them have built in lifesteal)

ADC's tend to build both crit chance and attack speed, and tend to build 1 lifesteal item, either item 3072 or item 3153, one which provides AS and the other has lots of AD and more lifesteal. They gain bonus lifesteal off auto attacks that crits and they attack more often with their higher attack speed, allowing for them to rapidly gain back life. On top of this, melee's without gap closers have trouble sticking to and hitting enemies.

One, they hit you a lot more reliably.
