Something I've noticed when playing Aram during this pre-season update is that the cannon waves are alternating. Meaning that blue side will get a cannon minion but purple will not. Then purple side gets a cannon minion and then blue side is lacking one. Has it always been this way?

It's been around for some time now. Was in a patch a while back (I don't remember the specifics), so if you look through all the patches you'd find it somewhere.
