Ardent censor is just a bad item design, it is a straight up stat stick designed to give stats to a class that already has the most stat stick options in the game and either it needs to be removed or they need to rework all marksmen to not be stat sticks.

Alternatively make it so ardent has a trade off, like your heals or shields with ardent are stronger yes but you also apply a damage debuff to the person shielded n healed for a small window.
