What up with the LP system?

Ok so I've been trying to claw and fight my way out of bronze and I pay particular attention to the loss and gain of my LP which decides when you hit your series. These last couple of games I have a few losses and a few wins but here's the big F you from riot. On a loss I lose anything from 15-28 LP but when I win I only get like 9 LP WTH is this? Honestly its like saying stay bronze and troll to its player base. I want out of bronze not to be reset to almost no LP every time I lose because of something like AFKers Feeders and general trolls. I can make some pretty good plays and I know my positioning rather well but this climb seems like a pile of bull when your losing 24lp and only gaining like 8lp. Fix this riot honestly some of us are playing to try and get out of their tier and into a new one but your making it so much of a struggle it has become a chore to even get 1/2 way to promos. Its like playing raka top vs darius and we all know how that goes....
